Yes. you can.
In fact, Hershey’s has a lot of Frosting Recipes in their website, using their Hershey’s Cocoa Powder.
I’ve tried almost all their recipes, and they WORK.

yes you can substitute bakers choc.with cocoa powder.
try the butter cream frosting then put in the chco.mixture.

CHOCOLATE, UNSWEETENED 1 ounce =
3 Tbsp unsweetened cocoa PLUS 1 Tbsp butter or margarine OR
3 Tbsp carob powder plus 2 Tbsp water
