Yes, remember that you have a lot of sugar in hot cocoa mix

Plain cocoa powder has no sweetener in it, while hot cocoa for drink mixes would contain much sugar. It should be fine in frosting.

Yes, but you have to remove some of the sugar from your recipe to compensate for the sugar in the mix. For instance, if you add 1/2 cup of the hot cocoa mix to your frosting, remove 1/4 cup of sugar from the frosting recipe.
